Luna appears at the Carrion City Police Department front desk during the opening police-station section. Dick Slater greets her by name; she tells him O’Brien is waiting and buzzes him through.
Both indexed playthrough transcripts contain the same name, location and dialogue sequence. That is enough to publish her first-scene function without inventing later lore.

Is Luna voiced by LunaArcana?
No verified source in the current pack provides a direct character-to-performer mapping. Developer cast posts list @_lunaarcana_, and Gematsu lists a “Character Announcement: LunaArcana” trailer, but name similarity is not proof.
The CCPD front-desk Luna and LunaArcana may be connected, but that relationship is not currently established by the credits or an original character announcement.
